This is Abeno Harukas in Osaka, Japan's tallest skyscraper at 300 meters. Completed in 2014, it houses a department store, offices, a hotel, a museum, and an observation deck. The name 'Harukas' comes from an archaic Japanese word meaning 'to brighten' or 'to clear up.' A building named after clarity, wrapped entirely in a fence you can see right through.
